Worksheet Description:

The Town of Amherst and Town of Clarence completed property reassessment processes that have become effective for the 2024-25 Williamsville Central School District tax levy.  The reassessment processes have resulted in all town property owners receiving a new assessment figure that represents fair market value.  This reassessment process has changed the equalization rate applicable to the Town of Amherst tax bills from 62% to 100%, Town of Clarence from 80% to 100%.  The definition of equalization rates is stated below.

Purpose of Worksheet:

The tax bill worksheet estimates the amount of your projected tax bill increase that is the result of a change in your property assessment as opposed to the amount related to the Williamsville Central School District’s 2.97% tax levy increase

THIS WORKSHEET IS AN ESTIMATE ON THE CHANGE IN YOUR TAX BILL.  FINAL ASSESSED VALUES ARE NEEDED TO CALCULATE THE CERTIFIED 2024 TAX RATES AND THIS INFORMATION WILL NOT AVAILABLE TO THE SCHOOL DISTRICT UNTIL LATE JULY 2024.

Use of Tax Bill Worksheet

There are only two input numbers for homeowners in this worksheet.

  • You must obtain your prior year, 2023 tax bill and find the assessed value stated on the bill.  This is not the equalized value.
  • Input the 2023 assessed value in the number section area (Input 2023 Homeowner’s prior year assessed value)
  • Obtain your current year 2024 assessment information.
  •  Input the 2024 assessed value of your property into the number section area (Input 2024 Homeowner’s assessed value)

Tax increase due to Town of Amherst Assessment Change

  1. The worksheet calculates the actual increase in your assessed value (calculates the true assessed value for  2023 using the equalization rate).  If there is an increase, it will result in a calculated tax increase that is the result of the 2024 reassessment process.

 2. The worksheet also calculates the estimated 2024 tax bill increase applicable to the Williamsville Central School District’s  2.97% tax levy increase.      

Total tax increase is shown as the sum total of both the change due to reassessment and the District’s tax levy increase

 3. The worksheet shows the estimated total increase in the Williamsville Central School District tax bill based on your assessed value information.  This total combines the increase due to the Town’s change in your assessment and the District’s change in the tax levy.

Applicable definitions:

Equalization rates – These rates are set by the New York Department of Taxation and Finance each year.  They review the property tax assessment information submitted to them by each town and they determine whether the information  represents fair market value.  If it is at fair market value they assign an equalization rate of 100%.  If it is under fair market value they determine how much it differs and assign an equalization rate under 100%.  As an example, the Town of Amherst’s equalization rate in 2023 was 62%.  The New York State Department of Taxation and Finance deemed that their assessment information represented only 62% of what the real fair market value was for properties.

Tax Rates – A tax rate is calculated by formula to fairly allocate the tax levy to property owners.  The equalization rate is an essential part of the tax rate formula because it adjusts the tax rate amounts to reflect the fact that towns may not be assessing their properties at fair market value.  The tax rate formula calculates different tax rates based on the town’s equalization rates.

Tax Levy – The tax levy is the only item within the tax rate formula that is the responsibility of the Williamsville Central School District.  For the 2024-25 school year, the proposed tax levy increase is 2.97%.
